The Tome of Power turns gear you have earned into permanent passive buffs. You register an item into a slot, the book scores it, and reaching a point threshold grants a buff that applies whether or not the item is equipped.
Open it with the Tome button in your inventory window.
Two tracks, ten slots each
The book has a Weapon tab and an Armor tab, with ten slots on each. Slots unlock as you go, gated on your character level and your job step, so the book grows with you.
How an item scores
Each registered item is worth points from three things:

A single item is worth up to 90 points, so a full track of ten is worth 900. Buff marks sit at a quarter, a half, three quarters and the full track.
⭐ A partly filled book now pays something. Until 4 September the first mark was a cliff at 225 points and you earned nothing at all below it. The first stat now ramps from 90 points instead, so the book starts paying almost as soon as you start filling it. Nothing at or above 225 changed value, and the three upper marks are untouched - the ladder you already knew is the same one. This mattered because of where the slots open. Six of the ten slots on a track are available at level 40; the rest gate on your second and third job and on levels 50 and 60. At the alpha cap a track therefore tops out at 444 of 900, which is not much past the old first mark - and a census of the characters actually using the Tome found nearly all of them below it, earning nothing.
This weighting is deliberate. Rarity and level mean content you cleared; refine mostly means gold you spent. The book is meant to record the first.
What it grants
Each threshold grants a passive buff, and the buffs differ by class - the tome reads your job and gives your line the stats that suit it, rather than one flat bonus for everyone. The Weapon track leans offensive, the Armor track defensive.
The window now shows what your marks actually give you. It used to name a bonus that nothing granted, which was corrected on 3 September.
Two things to remember
- Extracting an item lowers your total, and can drop you back below a threshold you had passed.
- Register the best version you own. A Unique at a high level with a decent refine is worth several times a common piece, and the slot is the scarce resource, not the item.
